Going back to our troubleshooting, here’s what you need to do if you have this kind of problem with your phone…

  1. Make sure the time and date are set accurately.
  2. Remove your Google account from your phone and add it again.
  3. Factory reset your Galaxy Note 9.

Set time and date accurately. Some said that this problem is due to inaccurate time and date that’s why the transaction won’t go through. So, make sure that your phone’s time and date are set properly so the timestamp on your device and that of Google servers are the same.

  1. Open Settings > Date & Time
  2. Uncheck the two boxes which say “Automatic date & time” and “Automatic time zone”
  3. You will now be allowed to set date manually. Change the date to anything in past. For example, just change the year to 2010 or 2012
  4. Come to home screen
  5. Again go to Settings > Date & Time
  6. Now check both the boxes we unchecked earlier
  7. Time would be automatically updated and “Set time” field would be disabled now
  8. Try downloading the app from Play Store

Remove and re-add Google account. There were also users who said that removing your Google account from your phone and adding it again would also fix this problem. It’s logical because you cannot download applications without properly setting up and authenticating your Google account. So this must be the next thing you must do if the first solution didn’t fix the problem.

Factory reset your Note 9. After doing the first two procedures and you still get the same error when you purchase an app, then you have no other choice but to reset your Note 9. But before the reset, make sure to backup your important files and data as they will be deleted during the process. Once everything is ready, follow these steps to reset your phone:

  1. Back up data on the internal memory. If you have signed into a Samsung account on the device, you have activated Anti-theft and will need your Samsung credentials to finish the master reset.
  2. Turn off the device.
  3. Press and hold the Volume Up key and the Bixby key, then press and hold the Power key.
  4. When the green Android logo displays, release all keys (‘Installing system update’ will show for about 30 – 60 seconds before showing the Android system recovery menu options).
  5. Press the Volume down key several times to highlight ‘wipe data / factory reset’.
  6. Press Power button to select.
  7. Press the Volume down key until ‘Yes — delete all user data’ is highlighted.
  8. Press Power button to select and start the master reset.
  9. When the master reset is complete, ‘Reboot system now’ is highlighted.
  10. Press the Power key to restart the device.
