First, it must have an active mobile data subscription and that it is getting a strong mobile data signal, preferably LTE. Second, it should have the correct APN settings. Perform a soft reset

- Press and hold the Power and Volume down key for up to 45 seconds.
- Wait as the device restarts.

Start the phone in Safe Mode

- Press and hold the Volume Down + Power key together for a short while.
- Release all buttons when Fastboot Mode appears.
- In this mode select “Recovery”. Use Volume Down to navigate and the Power key to confirm that.
- Press the volume key to highlight the Wipe cache option then the power key to select it
- Use the volume keys to go to “reboot system now” and press the power key.
Check if the issue still occurs.
Perform a factory reset
In case the above steps fails to fix the Vivo Y97 can’t send MMS issue then I suggest that you perform a factory reset. Make sure to backup your phone data before doing the reset.
- Press and hold the Volume Down + Power key together for a short while.
- Release all buttons when Fastboot Mode appears.
- In this mode select “Recovery”. Use Volume Down to navigate and the Power key to confirm that.
- Press the volume key to highlight the “wipe data / factory reset” and press the power button to enter. A screen with many NOs and a YES will appear, with the volume keys again go to the YES and press with the power key.
- Use the volume keys to go to “reboot system now” and press the power key.
Setup the phone making sure that it has the correct APN settings then try sending an MMS.
