Fix Galaxy S25 can’t make outgoing calls

If your Galaxy S25 has signal but still can’t place outbound calls, the problem is usually tied to network registration, call settings, SIM provisioning, or a phone app glitch. Work through the fixes below in order and test a call after each method.

Method 1: Check signal, Airplane mode, and account status

  1. Open Settings > Connections and make sure Airplane mode is off.
  2. Look at signal bars and move to an area with stronger coverage if needed.
  3. Confirm your line is active and not suspended by your carrier.
  4. Restart your Galaxy S25, then place a test call.

Method 2: Verify call settings that can block outgoing calls

  1. Open the Phone app, tap the three-dot menu, then open Settings.
  2. Check Supplementary services (if available) and ensure outgoing call barring is disabled.
  3. Review Block numbers and remove any accidentally blocked contacts.
  4. If you use dual SIM/eSIM, confirm the correct line is selected as the default for calls in Settings > Connections > SIM manager.

Method 3: Reset mobile network registration

  4. Turn Airplane mode on for 10 seconds, turn it off, and test outgoing calls again.

  3. Power on and wait for network registration.

  • confirm voice service provisioning and IMS/VoLTE status,
  • check for account or tower-side restrictions, and
  • refresh your line registration.
